Any way of tracking restricted calls?

This morning at 2am- my boyfriend got a restricted call, answered and somebody was breathing wouldn’t answer. I got the same call and hit ignore and so did my brother. We’re not sure who it is but we’re worried out past relations that caused many problems. . . anyways of tracking this call without contacting the cops before we have to?
This restricted call- called all of our cell phones. . . I tried calling my service provider but they won’t do it and said I have to call the cops to find out if I feel that threatened. I don’t wanna do that just yet. . .

YOU CAN CHECK WITH YOUR TELEPHONE AND POLICE DEPARTMENT AND SEE ABOUT A TRACER AND IT WONT COME UP RESTRICTED THE ONLY REASON IT COMES UP RESTRICTED ON YOU CALLER ID IS IT IS A PRIVATE NUMBER AND THATS HOW THEY COME UP. IF IT IS REAL BAD THEY CAN DO THAT IF YOU HAVE ANY IDEAS OF WHO IT COULD BE I WOULD LET THE POLICE KNOW BUT TELL THEM YOU WANT TO BE SURE.
