Hello,
Are you familiar with programming in .NET? Pronexus offers an IVR toolkit, VBVoice, that allows you to build an IVR application like the one you’re describing without any prior knowledge of telephony programming. The tool combines an easy-to-use visual call flow environment, with drag and drop components and fully programmable controls.
You can try it out for free by clicking the link below to see if it’s suitable for your requirements. Good luck!

you are looking for a Key Service Unit with a Automated Attendant.
I like Panasonic
if you are using landline phone service then your telephone system contractor that you had install your phone system… or the guy that you are going to have to call to buy and install the system will be able to set your IVR system up for you…
you can also get VoIP phones and a hosted PBX, where the VoIP service provider takes care of all of this on there end..
i can recommend companies for either if you are in the NYC area…
This is a basic application for a Key system with Automated attendant. You pick the size and future growth capabilities and you’re pretty much done. Some of the smaller systems suitable to your specifications are an NEC DSX family (the 40 grows to 8 lines and up to 32 phones), or even a Panasonic TDA-50g (8-12 lines and 20-24 digital phones). Both of these systems have a very robust set of features and AA/Voice Mail capabilities.
The Panasonic system actually can do some pretty freaky things in terms of Automatic Call Distribution, probably more than you’d ever want in such a small system. Pricing for both systems can start in the $1000-1500 range with voice mail, sub $1000 with just the Auto Attendant.
