Paying for the account is easy. Open a bank account that offers you a debit card. These days, they’re the same as a credit card, but without the credit. However, you would have to check with AT & T on this but I don’t think legally you can sign the contract for a cell phone unless you’re over 18. Contracts are not legally binding if you’re underage.
You can’t! You have to be 18 or over but you can get a prepaid cell phone service which doesn’t require a contract.
