Is it true that the FCC releases residential phone #s to telecom companies outside of US for marketing use?

I got some telemarketing calls from outside of the US and the telemarketers told me that they were able to get hold of my phone number because the FCC released the list of phone numbers of those who called other countries. I’d like to think that it is not the FCC or any government agency for that matter, but I have a feeling that it is one of the government agencies who releases the list. What do you think?

The FCC does not have your phone number in the first place. Your telephone service provider has that number. The telemarketer simply lied to you (what a surprise). They brought you phone number from your service provider or got it off a list they bought from some other company you happened to have called.
