how to make alcatel lucent video streaming work?

my dad got this software from china, it came with something like a flash disc, the way its suppose to work is that you install the software plug in the flash drive like thing and you’ll be able to stream live video from a specified area in china.
i cant seem to get it to work, theres a little tab on the left "local domain", when i expand it, a map comes up on the screen and there are 4 webcam icons, when i click one of them another window comes up, it says "connecting to dvs" then "waiting for video stream" thats as far as it goes.
theres not much i can do, the toolbar doesn’t give me much, no words at all, just ????
anyway, can anyone out there help me out? i’m not even sure what the software is called, when i open it, it says "alcatel lucent" in big letters at the center of the window, and at the upper right it says "enterprise management system". the name of the desktop icon is "viss client". at the start menu its under "alcatel shanghai bell".

I had a program get stuck. When I rebooted the system and logged back into windows,my desk icons, tool bar, and start menu were gone/help please?

uh i need some help with my computer?

ok so i got this cool software called " realtek" i believe it came with my computer (windows vista) uh but there seems to be a little problem
