What cell phone service provider is best to use for my new mini iphone that uses sim cards(dual)?

I dont want to be in the whole prepaid dilema and having to refill my credit every time. What’s the best service provider I could choose that would make it a mothly bill, and I could have all access to the internet with my phone?

There is no such thing as a mini iPhone. Are you referring to the Chinese knockoff? Regardless the "best" provider depends on where you live. People can tell you who works best for them, but they may have poor or no service in your area. Where do you plan to use the phone?
I’m guessing you have the cect ka08 mini iphone, the cheapest plans in my opinion are on tmobile, they have what you need and at modest prices. To get the internet settings on your phone, you need to go through the configuration, you can see these on the forums; http://www.cect-forums.com
