what is the lowest cost of a smart phone and its internet plan for people that are tight on money?

I need a new smart phone desperately, but my mom and dad can’t afford to pay high bills with all the other bills, but all of my family have smart phone besides me and my dad cause he doesn’t want one, but anyhow, what is the lowest costing , but smart at the same time, internet plan on a smart phone for AT&T sevices?

$15 for 200 MB but if you go over you will get charged another $15
To stay on the safe side just go with the $25 one. I’ve had a lot of customers who were complaining because they got the 15$ plan and went over and now their bill is super high.
Unless if you are only going to use the internet while connected to wifi then go ahead and get the cheaper one.
Also another way to monitor your internet usage is of you get an Android and turn off the mobile network. This blocks you from using the internet unless if you are connected to WiFi.
