What phone service provider should I subscribe to?

I am new in the USA, and I need to get a phone. I am quite confused since there are so many plans and service providers. I am a student, and I dont use the phone a lot, but I do make calls to certain people quite frequently, like my mom for example (and she uses Verizon). Which one would you recommend, and which plan?

bell or at&t. i think there really good, im in canada and i use mts its the best ever for real! or verizon those three are good ( idk even know if bell is in the states?) but yea bell AT&T or Verizon
On Verizon right now theres A Voice plan so that means you can get unlimited calls to people you call the most, as in your mom. or theres voice and email (preferably for black berrys)

On Bell- im pretty sure its just canadian sorry.. idk
on AT&T theres a plan for 39.99 a month and you get
-rollover minutes (you can use your unused minutes )
-unlimited night/weeknights – it includes 5000 minutes
-unlimited mobile to mobile so im guessing that means you can choose people you get unlimited calls to.
- and you get 450 anytime minutes so you can use them for texting or going on the internet
