Probably the cheapest ones which support IOS and are actually useful:
Cisco 2600 series.
You could get a 2621 for cheap (two fastethernet interfaces), and then hook it up to your home internet for practice. Then you could get experienced in implementing ACL’s and NAT, and just maintaining a network with your IOS device. It’s good practice, and you’re actually applying it to a real situation at the same time.
